The text is Hebrew. Shalom Menashe uses many acronyms and abundant, rich words of praise:
Sunday 23rd of Av 5643 [=26th of August 1883]

Greetings and blessings to my beloved scholarly son and his righteous wife Feiga. May she feel revived and spry. Please let me know of the newborn’s health. I pray you will celebrate his Bris [circumcision] in good health.

Please send me letters that are not short [that is: in detail]. I have sent a letter to the gaon in your city from the gaon in our city. Let him [the Miezritch gaon] know that our gaon looks forward to receiving a return letter from him. You will be credited [i.e. rewarded] for carrying this honorable mission. There is no news to tell here.

Your father, wishing you well with all his heart.
